Since 2007, One Stop Housing has been creating clean, safe, and affordable workforce housing across Florida. We believe that everyone who works deserves a safe, quality home they can afford, a foundation from which they can build a better future.
Through innovative development and property management, we transform underutilized buildings and develop ground-up new construction to form vibrant communities with affordable rental units generally priced at 80% or lower AMI. And through our non-profit organization, One Stop Cares, we help residents thrive by providing educational, leadership, and wellness resources that go far beyond traditional housing.

A Smarter, Sustainable Model for Workforce Housing
One Stop Housing has been managing and developing workforce housing for almost 20 years. The company is 100% focused on providing clean, safe, affordable housing to working families. OSH is one of the largest for-profit Owner/Operators of non-subsidized Workforce Housing in the state of Florida. One Stop Housing has an innovative approach to affordable housing that amalgamates key aspects of the housing development process. Development, Construction, and Management are all incorporated in-house to drive savings and take advantage of efficiencies of scale to continue to keep rentals affordable, while still protecting shareholder returns.
One Stop Housing, LLC operates a construction division, One Stop Housing Development & Construction, which is licensed in both FL and TN. The company holds general contracting, plumbing contracting, and electrical contracting licenses. One Stop Cares (501c3) provides full services to tenants, including financial, medical and social/work skills needed to help improve their current social/economic status.
At One Stop Housing, innovation meets compassion. Our approach combines responsible development, thoughtful design, and long-term community stewardship.
While we are nationally recognized for our adaptive reuse model, converting former hotels, schools, and retail properties into high-quality, affordable housing, and then providing wrap-around services through our One Stop Cares non-profit, we also engage in new construction.
In both approaches, our goal is the same: to deliver attainable housing that enhances community vitality and allows working families to live near the places they serve.
We strongly believe in the power of public-private partnerships and regularly work collaboratively with regional economic development organizations, municipalities, local governments, and private-sector partners, including banks, employers, and others, to make workforce housing programs a reality.
Our example of this is our expanding efforts in Employer-Assisted Housing (EAH), wherein we work collaboratively with local EDCs, municipalities, and large employers to develop housing programs tailored to the employers’ staffing needs.
Once implemented, employers are not only able to offer employees an affordable housing option at a below-market rate as a benefit, enhancing recruitment and retention, but also generate real estate investment income as partner-owners of properties that One Stop Housing builds and manages.
Unlike many developers, we build to hold, not to flip. By maintaining ownership and management, we ensure sustained quality, long-term affordability, and ongoing reinvestment in the communities we serve.

A Legacy of Compassionate Leadership
This economical workforce housing solution was founded by Harvey Vengroff fifteen years ago. Harvey’s son, Mark Vengroff, CEO and Managing Partner of One Stop Housing, has continued as a driving force in addressing America’s workforce housing crisis. Under his leadership, One Stop Housing has grown to manage over 4,000 rental units.
Recognized for his innovation and community impact, Mark has received the 2024 Herald Tribune Leadership Award, was named one of Business Observer’s 15 Change Makers (2022), and was honored by the City of Sarasota, which proclaimed October 10 as “Mark Vengroff Day.” He has also served on the Sarasota Affordable Housing Authority, the Manatee County Affordable Housing Advisory Board, and the Bradenton Economic Development Board.
Through his leadership of One Stop Development & Construction, One Stop Property Management, the nonprofit One Stop Cares, and One Stop Housing Capital, Mark continues to champion innovative, non-subsidized workforce housing solutions that strengthen communities and improve lives, while generating a financial return for its investors.
